Obviously the mean win rate is equal to the juice. But if juice is 1/6
of a buyin, your claim is equivalent to saying that no more than 5% of
the players in a typical low limit tournament are capable of winning
1/6 of a buyin over time in a juice-free environment.
I don't have any hard data to support it, but color me skeptical.
I'd guess the number of players breaking even or better in a typical
low-limit NLH tournament is more like 25%.

are absolutely sensational.
