I assume you're being sarcastic, but that's a horrible example. It
doesn't matter what tony had. What matters is that phil thought he would
fold, and he was correct about that. Sensing that someone will lay a
hand down in response to a raise is just as "soul seeing" as correctly
putting them on a specific hand.

I think phil didn't decide to raise until after he asked tony how much
he had left, and he read in tony's voice and body language that he would
fold if phil raised.
